Non-photo blue (or non-repro blue) is a particular shade of blue that can be easily removed after scanning. This allows artists to lay down sketch lines without the need to erase after inking.
In Photoshop you accomplish this by editing your image with the following steps: Image>Adjustments>Black & White>Then slide the 'Cyan' option all the way to 300%
